Zelensky Declares Absence of Clear Defense Guarantee from Partner Nations

Ukrainian President Volodymyr Zelensky says European allies have failed to provide solid assurances that they will protect his country in the case of a future Russian attack.

"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on midweek.

These remarks follow a day after Britain and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is reached.

However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at talks in Paris on the previous day.

Details of the Paris Talks

After the Paris talks, which involved some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron subsequently indicated a significant number of soldiers may be sent.

Allies proposed that the US would assume a leading role in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

The Russian government has not yet commented on the declaration made in the French capital.

President Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Russian forces currently controls about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "a vital part of our commitment to stand with Ukraine for the long-term".

He added: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years to come."

Zelensky hailed that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political will, and that the allies are prepared, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if European countries would defend Ukraine.

"But as long as we don't have such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And even if they do, you still have to rely primarily on your own strength."

Persistent Challenges and Fighting

The Paris talks were also notable due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

Witkoff said the participating countries "largely finished" their work on finalizing security arrangements.

Last week, the President indicated a peace deal was "ninety percent complete".

Questions of land and security guarantees have been at the forefront of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an agreed point - but only if Russia did the same.

Russian forces now holds about three-quarters of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions form the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - particularly targeting power facilities. Moscow is also achieving slow progress in capturing more Ukrainian territory.

Ukraine has hit back at objectives inside Russia with drones, albeit with more limited success.
